It’s hard to think that the 450 W PSU would power the card and the CPU. I may be completely wrong though. Not trying to be an ass but I thought the newer PCI-E cards can take up to 350 W just by itself. I’m just looking to spend little money as well.

You can get a Dell 8100 with a core i5 for 650 bucks – with windows 7 included. If your budget is 600-700 dollars and you have to buy a case and OS there is no point in building.
